Your Highest Excellency Permanent Representative:
I have the great honor to respectfully submit to Your Highest
sanction and generous support a Proposal,
in formal response to the wise instructions and recommendations of the United
Nations Department of Public Information (DPI) on behalf of the United Nations
Secretary-General, His Excellency Mr. Ban Ki-moon, following my request letter
dated 12 March 2010 demanding the
inclusion of the Kampuchea Krom Non-Self-Governing Territory and Peoples in his
list of priorities as Secretary-General in order to decolonize it and place it
under the United Nations’ control for the establishment of a UN-brokered ‘Referendum’ or a UN-sponsored ‘Popular Consultation’ allowing the non-self-governing Khmer Krom
peoples to freely determine their political status and freely pursue their economic, social and
cultural
development in accordance with all the existing international laws
still in full force on the situation.
As you were being aware of the plight of our innocent long lasting suffering, oppressed,
persecuted, tortured, suppressed and voiceless Khmer Krom peoples through my
previous correspondence dated respectively Wednesday,
March 14, 2007, Tuesday, September
25, 2007, December 27, 2008 and September 06, 2009, their basic human
rights and fundamental freedoms have been persistently violated by the State of
Vietnam in its premeditated,
systematic and coordinated plan to wipe out the indigenous Khmer Krom peoples
from the world’s map as explicitly described by the indigenous Khmer
Krom peoples themselves in Ms. Rebecca Summer’s Documentary Films, “ELIMINATED WITHOUT BLEEDING.” which was
screened outside the UN compound in May
2007 during the UNPFII session
because of Vietnam Permanent Mission Representative’s opposition not to screen
in UN premises as previously scheduled on side events.
The present Decolonization-Proposal
was prepared by myself, Chan Chhan Keo,
Vice President of the Association of Khmer Kampuchea Krom of Minnesota, Inc.
and adviser to Mr. To Kim Thong, Chairman of the Khmers Kampuchea-Krom Federation(KKF), which is a current
active member of the Un-Represented Nations and Peoples Organization(UNPO).
The Proposal was written based on factual and historical background of
the Territory, and the ongoing and the ever non-stop human rights violations
committed by the successive governments of Vietnam, both the North and the
South against the Indigenous Khmer Krom Peoples, the rightful and legitimate
owners of the lands since the illegal cession of the territory by French law no. 49-733
of 04 June 1949 without the plebiscite of the Khmer king, His
Majesty Norodom Sihanouk at that time and without the mutual agreement and or acceptance
of the Indigenous
Khmer Krom Peoples, the rightful and legitimate owners.
The present Proposal contains lots and lots of all the burden
physical and circumstantial evidence of the horrible crimes systematically and
coordinately committed by Vietnam from one government to the next without
fearing the international laws and without respecting and engaging on the United Nations
Rule of Law at both the national and international levels even
though Vietnam is a current full-fledged Member State of the United Nations
since 20 September 1977.
We welcome the opportunity to generously inscribe the enclosed Proposal on the
United Nations’ agenda to be voted by the United Nations’ Membership in order
to decolonize
the Kampuchea Krom Territory and place it under the United Nations’ control and the United Nations’
Transitional Government for the preparation and or the establishment
of a United Nations-brokered ‘Referendum’ or for a UN- sponsored ‘Popular
Consultation’ allowing the Non-Self-Governing Indigenous Khmer Krom Peoples
to freely exercise their right to self-determination in order to freely
determine their political status and to freely pursue their economic, social
and cultural development in accordance with the international laws, especially
in conformity with the UN resolution 1541(XV) of 15 December 1960 regarding the
option for the right to self-determination, the 2001-2010 Second International Decade and its
Plan of Action for the total Eradication of Colonialism in the 21st
century and in conformity with the 13 September 2007 UN Declaration on the Rights of
Indigenous Peoples(Article 3).

Following up to the letter dated 18 October 2010
respectfully urging Your Highest Excellency to loving-kindly support our
Kampuchea Krom Territory Decolonization-Proposal
by assisting and helping our long lasting suffering Khmer Krom peoples to
inscribe our Decolonization-Proposal on the United Nations’ agenda to be voted
by the United Nations’ Membership in order to decolonize
our Khmer Krom peoples’ ancestral Homeland in accordance with the international
laws and in positive correlation with the highest aspirations of the world’s
leaders especially with those of the Top Leaders of the United Nations, H. E. Mr. Ban Ki-moon, Secretary-General and H. E. Dr. Asha-Rose
Migiro, Deputy Secretary-General to totally eradicate colonialism in the
21st century, I have the great honor and opportunity to receive your
official confirmation letter regarding the above-mentioned demand at your
earliest convenience.
The present Decolonization-Proposal was duly written by Chan
Chhan Keo, a 1965 graduate of the Royal School of Administration in Phnom Penh,
Cambodia and a 1994 graduate of the Metropolitan State University in St. Paul,
Minnesota, U.S.A. and a current Chairman of the Kampuchea KromTerritory
National Leadership Decolonization Task Force based in Saint Paul, Minnesota,
U.S.A. whose ultimate goal and objectives are to utilize all existing
international laws to their fullest extent to achieve full
sovereignty and full independence of our
non-self-governing Kampuchea Krom Territory
and dependencies and our non-self-governing Kampuchea Krom peoples whose long lasting abyss of cruel suffering have been
inflicted upon them for generations and generations by the successive
governments of Vietnam, both the North and the South.
Since the illegal cession of the Territory by the French
government of President Vincent Auriol on 4 June 1949 by French law no. 49-733
of 4 June 1949 in complicity with emperor Bao-Dai of Vietnam without the
plebiscite of the Khmer King, His Majesty Norodom Sihanouk and without the
mutual agreement or consent of the Indigenous Khmer Krom Peoples, the rightful
and legitimate owners of the lands, the indigenous Khmer Krom peoples from one
generation to the next have been terribly living under the harsh control of the
State of Vietnam with their basic human rights and fundamental freedoms persistently
violated by the State of Vietnam in all levels of its governments – villages,
communes, districts, provinces and central government – without fearing the
international laws especially the Universal Declaration of Human Rights, the
International Human Rights Law and the Charter of the United Nations of which
Vietnam is a full-fledged Member State since 20 September 1977.
The whole contents of the Proposal reveal from one
Vietnamese government to the next different types of horrible crimes committed
against our innocent indigenous Khmer Krom peoples by all levels of the
Vietnamese government. These horrible
crimes were systematically and coordinately committed by the government of
Vietnam to wipe out the indigenous Khmer Krom peoples from the world’s map.
As instructed by the United Nations Department of Public
Information (DPI) that any proposal to be considered
by the Members of the United Nations must first be presented by an official
representative (Ambassador) of a Member State, duly inscribed on the
Organization’s agenda and voted by the Membership.
Your Highest Excellency Permanent Representative,
Our Indigenous Khmer Krom Peoples’ long lasting abyss of
cruel sufferings imposed inhumanely by the successive governments of Vietnam
and their ancestral Homeland, Kampuchea Krom whose destiny of becoming again
sovereign peoples and sovereign nation will greatly depend on your
understanding, generosity and great compassion to inscribe the present
Proposal on the United Nations’ agenda to be voted by the Membership in order
to decolonize the Kampuchea Krom Territory and to place it under the United
Nations Transitional government in order to establish a UN-sponsored
‘Referendum’ or a UN-sponsored ‘Popular Consultation’ as the United Nations did
for East Timor from 1999 till East Timor achieved complete independence on 20
May 2002.
Khmer Krom peoples are strongly determined to follow the
heroic examples, great will and highest aspirations of the East Timorese
resistance leaders who had categorically rejected the special autonomy proposed
by His Excellency B.J. Habibie, President of Indonesia to integrate East Timor
into Indonesia. Khmer Krom peoples are
also strongly determined to vote for independence of their Homeland in the same
way as their brave, distinguished and dignified Timorese people did for their
country and people in the past v.
We, Khmer Krom peoples welcome the opportunity to receive
your official confirmation letter of support for inscribing our

from the world’s map as explicitly described by the indigenous Khmer
Krom peoples themselves in Ms. Rebecca Summer’s Documentary Films, “ELIMINATED
WITHOUT BLEEDING.” which was screened outside the UN compound in May 2007 during the UNPFII session because of Vietnam
Permanent Mission Representative’s opposition not to screen in UN premises as
previously scheduled on side events.
The present Decolonization-Proposal
was prepared by myself, Chan Chhan Keo,
Vice President of the Association of Khmer Kampuchea Krom of Minnesota, Inc.
and adviser to Mr. To Kim Thong, Chairman of the Khmers Kampuchea-Krom Federation(KKF), which is a current
active member of the Un-Represented Nations and Peoples Organization(UNPO).
The Proposal was written based on factual and historical background of
the Territory, and the ongoing and the ever non-stop human rights violations
committed by the successive governments of Vietnam, both the North and the
South against the Indigenous Khmer Krom Peoples, the rightful and legitimate
owners of the lands since the illegal cession of the territory by French law no.
49-733 of 04 June 1949 without the plebiscite of the Khmer king, His
Majesty Norodom Sihanouk at that time and without the mutual agreement and or acceptance
of the Indigenous
Khmer Krom Peoples, the rightful and legitimate owners.
The present Proposal contains lots and lots of all the burden
physical and circumstantial evidence of the horrible crimes systematically and
coordinately committed by Vietnam from one government to the next without
fearing the international laws and without respecting and engaging on the United Nations
Rule of Law at both the national and international levels even
though Vietnam is a current full-fledged Member State of the United Nations
since 20 September 1977.
We welcome the opportunity to generously inscribe the enclosed Proposal on the
United Nations’ agenda to be voted by the United Nations’ Membership in order
to decolonize
the Kampuchea Krom Territory and place it under the United Nations’ control and the United Nations’
Transitional Government for the preparation and or the establishment
of a United Nations-brokered ‘Referendum’ or for a UN- sponsored ‘Popular
Consultation’ allowing the Non-Self-Governing Indigenous Khmer Krom Peoples
to freely exercise their right to self-determination in order to freely
determine their political status and to freely pursue their economic, social
and cultural development in accordance with the international laws, especially
in conformity with the UN resolution 1541(XV) of 15 December 1960 regarding the
option for the right to self-determination, the 2001-2010 Second International Decade and its
Plan of Action for the total Eradication of Colonialism in the 21st
century and in conformity with the 13 September 2007 UN Declaration on the Rights of
Indigenous Peoples(Article 3).

The Non-Self-Governing Indigenous Khmer Krom Peoples greatly hope

Krom Non-Self-Governing Territories’ survival,
rebirth and or resurrection as again full sovereign peoples and full sovereign
nation must totally rely on your high understanding, comprehension, mercy,
great compassion, loving-kindness and wisdom. Without your compassionate and loving-kindly assistance
and help,
our Kampuchea
Krom Non-Self-Governing Territories and Peoples won’t never ever be freed
from the current colonial Power of the State of the Socialist Republic of Vietnam (SRV) in
accordance with all the existing international laws on the situation before the end of the 2001-2010 Second International
Decade and its Plan of Action for the
total Eradication of Colonialism in the 21st century.
On behalf of our long lasting suffering, oppressed,
persecuted, tortured, suppressed and voiceless non-self-governing Khmer Krom
peoples inside our ancestral Homeland Kampuchea Krom, We would like the

Following up to my letter dated 18 October 2010 respectfully urging Your Highest Excellency
Ambassador Extraordinary and Plenipotentiary Permanent Representative to the
United Nations to loving-kindly support our Kampuchea Krom Territory Decolonization-Proposal by inscribing it on the United Nations’ agenda to be voted by the Organization’s Membership, I would like the opportunity to hear

Dear Your Highest Excellency Mr.
Secretary-General:
I have the great honor to respectfully
submit to your sanction and eventual support and wise decision a Proposal
regarding the urge for the decolonization of the Kampuchea Krom Territory,
the ancestral Homeland of the Indigenous Khmer Krom Peoples that France
under the administration of President Vincent Auriol had unanimously
ceded to His Majesty Bao-Dai of Vietnam without the plebiscite
of the Khmer king, His Majesty Norodom Sihanouk and without the mutual
agreement of the Indigenous Khmer Krom Peoples, the rightful and legitimate
owners of the lands, following the wise instructions and clairvoyant recommendations
of the United Nations Department of Public Information(DPI) on your behalf.
As
Your Highest Excellency knew through my letter dated Monday, July 2, 2007,
Vietnam has its premeditated plan to eliminate the indigenous
Khmer Krom peoples from one generation to the next without fearing
the international laws as explicitly and very concisely expressed crystal clear
by the leaders of the Khmers Kampuchea-Krom Federation (KKF), Khmer Krom
Buddhist monks and Khmer Krom peoples in Ms.
Rebecca Sommer’s documentary films, “ELIMINATED
WITHOUT BLEEDING —The Khmer Krom from the Mekong Delta in southern Vietnam
—A documentary on
human rights violations”, screened
outside the United Nations compound/premises in May 2007 due to the non-founded
and unreasonable opposition of Vietnam Permanent Mission
Representative at the May 2007 UNPFII session not to be screened
on side event in UN premises as scheduled in order to prevent other UNPFII
participants from knowing the real and only the real truth of Vietnam persistent
human rights violations against the indigenous Khmer Krom peoples, the rightful
and legitimate owners of the Non-Self-Governing Kampuchea Krom Territories and
Peoples. The collusion between
France of President Vincent Auriol and Vietnam of His Majesty Bao-Dai
to illegally cede Kampuchea Krom Territory to Vietnam that France
renamed Cochinchine (Cochin China) against the will of the
legitimate owners and the constant protests of the Khmer kings has caused
endless abyss of sufferings to the indigenous Khmer
Krom peoples, the rightful and legitimate owners.
The present Proposal contains lots
and lots of factual and historical data as physical and circumstantial burden
evidence of horrible crimes which were systematically and coordinately
committed by the successive governments of Vietnam in their black intentions to
wipe out the indigenous Khmer Krom peoples from the world’s map. Their real intentions to swallow Kampuchea
Krom Territory and the present Cambodia have been proven
black and white by their respective quotes cited in the middle of page
05 of the Proposal, preceded and ended by three red asterisks.
Your
Highest Excellency Mr. Secretary-General,
As a full-fledged Member State of the
United Nations, Vietnam is obligated to abide by the Charter
of the United Nations and shall engage on the rule of law at
both the national and international levels.
But on the contrary, Vietnam always violates the basic human
rights and fundamental freedoms of the indigenous Khmer Krom peoples for
generations and generations. The collusion
of President Vincent Auriol of French Republic and His Majesty Bao-Dai
of Vietnam to illegally cede Kampuchea Krom, the Homeland of the
indigenous Khmer Krom peoples to Vietnam by France’s law no. 49-733 of 4
June 1949 was the major cause of the long lasting abyss of cruel
sufferings of the indigenous Khmer Krom peoples till the present day as
proven by the most recent tragedy caused by a group of 200 Vietnamese people
against 22 Khmer Krom workers in a Vietnamese rubber plantation
in Raung Damrey province (renamed Tay Ninh by Vietnamese
government) (Ref. addendum to the
Proposal).
Kampuchea Krom Territory and its dependencies belong to the Kingdom of Cambodia
and its inhabitants, the indigenous Khmer Krom peoples, the rightful
and legitimate owners for thousands of years. And it was so shameful and dishonest
for the Socialist Republic of Vietnam (SRV)
to falsify the history of
Kampuchea Krom territory that France renamed Cochinchine (Cochin
China) while occupying that region of Indochina in the late 1800s. As Your Highest Excellency has mentioned in
your Report (S/2004/616), “Promoting the rule of law at the national
and international levels is at the heart of the United Nations’ mission.” And “Establishing respect for the rule
of law is fundamental to achieving a durable peace in the aftermath of
conflict, to the effective protection of human rights, and to sustained
economic progress and development.”
In regard to the United Nations Rule
of Law to which Vietnam is a current Member State, this Rule of Law is
never ever respected and implemented by Vietnam toward the indigenous
Khmer Krom peoples whose basic human rights and fundamental freedoms are
persistently violated by the State of Vietnam from one government to the next.
Therefore, I greatly hope that Your
Highest Excellency is compassionately and loving-kindly willing to include the
non-self-governing Kampuchea Krom territories and peoples on your list of priorities as Secretary-General in order to end once and for all the harsh/atrocious
colonial Power of Vietnam over Kampuchea Krom,
a non-self-governing territory and its
non-self-governing peoples, the indigenous
Khmer Krom peoples before the end
of the 2001-2010 Second International Decade and its Plan of
Action for the total Eradication of Colonialism in the 21st
century.
Your
Highest Excellency Mr. Secretary-General,
We are all long lasting suffering
indigenous Khmer Krom peoples who totally rely on your great compassion and loving-kindness
to save us and our ancestral beloved Homeland on time
before it’s too late from the inhumane colonial Power of Vietnam. We greatly hope that our survival, our
rebirth or our resurrection as again sovereign people and
sovereign nation on this planet Earth as one of dignified human family
members will completely depend on your clear vision, high
understanding, equanimity, great compassion, loving-kindness and
wisdom as our Servant and effective World’s Top Leader. The repeated wrongdoings and human
rights violations of Vietnam against the rightful and legitimate owners of
the lands need to be ended once and for all in pure and strict
application and implementation of all the existing international
laws on the situation.
